[ANGLÈS] Over the last few years, tramways have experienced a veritable resurgence in European cities and now, it is desirable to analyse the features of the phenomenon and its convenience. Taking into account the vast number of countries and societies that compound Europe, the return of tramways has evolved in different ways depending on the region. Classic tramways experienced a boom similar to the reintroduction that modern tramways are going through nowadays. Born in the beginning of the 19th century, the tramway experienced its veritable expansion in the mid-19th century helped on by the need of mobility that the 2nd Industrial Revolution provoked. In the early 20th century, several factors caused the population to choose the car as their usual mode of transport, which motivated the decline of tramways. The disappearance of tramways in Europe was partial, since not all the countries behaved in the same way. There were two main trends. Most Western European countries chose to remove the lines completely, as France, Spain and the United Kingdom did. However, in Eastern and Central Europe the trend was different and they kept on enhancing or extending their lines insofar as their national economies could afford it. Germany led this trend. The birth of new tramway took place in Nantes (France) in 1985. This tramway meant a completely new mode of transport in comparison with the old tramway, mainly due to its multiple technical innovations. The main development was its segregated and exclusive rail, which let the authorities operate it more efficiently. Rolling stock provides a far better performance and infrastructure is much lighter and more flexible, which lowers the costs of construction and maintenance. The current extension of the new European tramway network is around 1300 kilometres, 11% of the total network. The main promoters of new tramways are, paradoxically, the countries that chose to remove the old lines. The group of countries that continued promoting tramways also contributes to the new trend renewing rolling stock and adapting old lines. Major cities of countries that are introducing new tramways have difficulties installing the tramway to their current urban grid and nowadays, tramways do not have a prominent role in the urban transport networks of these cities e.g. Paris, London or Madrid. However, intermediate cities, without major difficulties in the deployment of the tramway, are the cities that are taking advantages of new tramway features. The functionality of the new tramways we have experienced over the last few decades allows us to say that the modern tramway represents a new surface transport which is reliable, fast, accessible, comfortable, safe and environmental friendly. From my point of view, as long as demand studies are well estimated and justify an intermediate capacity system, transport authorities should promote tramway as a complementary mode to metro and/or bus transport within the collective transport network of a city, since tramways provide doubtless advantages to the whole city.

[CASTELLÀ] En los últimos años, el tranvía ha vivido un auténtico resurgir en las ciudades europeas y es momento de analizar las características de este fenómeno y su conveniencia. Dado el gran número de países y sociedades que forman Europa, el retorno del tranvía se ha desarrollado con diferentes particularidades según la región. El tranvía clásico experimentó un boom parecido al que vive hoy en día el tranvía moderno. Surgido a inicios del siglo XIX, el tranvía experimentó su verdadera expansión a mediados del siglo XIX aupado por las necesidades de movilidad que produjo la Segunda Revolución Industrial. A principios del siglo XX, diversos factores provocaron que la población se decantara por un uso intensivo del vehículo en las ciudades y el tranvía entrara en fase de retroceso. La desaparición del tranvía en Europa fue parcial ya que no todos los países actuaron del mismo modo. Se configuraron dos grandes corrientes. La mayoría de países de Europa Occidental optaron por suprimir los servicios de forma total, este es el caso de Francia, España o Reino Unido. En cambio, en Europa Central y Oriental la tendencia fue distinta y siguieron modernizando o ampliando las líneas en la medida que lo permitían las economías nacionales. El país que lideró esta corriente fue Alemania. El nacimiento del nuevo tranvía se produjo en la ciudad francesa de Nantes en 1985. Este tranvía constituía un modo de transporte que poco tenía que ver con el antiguo tranvía, ya que venía acompañado de múltiples innovaciones técnicas. La principal novedad es la dotación de vía segregada y en exclusiva al tranvía, lo que permite explotarlo de una forma mucho más eficiente. El material móvil ofrece unas prestaciones técnicas mucho mejores y la infraestructura es mucho más liviana y flexible, lo que abarata los costes de construcción y mantenimiento. La extensión actual de la red europea de tranvías de nueva generación es de aproximadamente 1300 kilómetros, un 11% de la red total. Los máximos impulsores del nuevo tranvía son, paradójicamente, los países que apostaron por su desaparición. El grupo de países de tradición continuista también contribuye al nuevo fenómeno renovando el parque móvil y adaptando las líneas clásicas. Las ciudades importantes de los países impulsores del nuevo tranvía ven complicada la inserción del tranvía en su trama urbana y hoy en día, el tranvía no tiene un papel destacado en su red de transportes urbanos, como es el caso de París, Londres o Madrid. En cambio, las ciudades intermedias, sin grandes dificultades para implementar el tranvía, son las que más están aprovechando las ventajas del modo. Las experiencias del nuevo tranvía vividas en las últimas décadas permiten asegurar que el tranvía moderno constituye un modo de transporte en superficie fiable, rápido, accesible, cómodo, seguro y respetuoso con el medio ambiente. Además, contribuye a un modelo de ciudad mucho más sostenible y humana. Desde mi punto de vista, siempre que las demandas estén debidamente estimadas y justifiquen un rango de demanda de capacidad intermedia, se ha de fomentar el tranvía como modo complementario al metro y/o al bus dentro de la red de transporte colectivo de una ciudad, ya que aporta una serie de ventajas comparativas para el conjunto de la ciudad innegables.
