Abstract:

Esta tesina trata de identificar las limitaciones que presentan las
metodologías que se utilizan actualmente para determinar si una nueva línea de
alta velocidad es o no socioeconómicamente rentable.
El presente trabajo empieza por una breve introducción a los proyectos de
transporte en general, repasando sus singularidades y características principales,
para adentrarse en el caso concreto de la alta velocidad. Se dedica un apartado a la
definición de este modo de transporte, analizando sus ventajas respecto a los otros
modos de transporte (el coche y el avión principalmente) y las consecuencias
negativas derivadas de un menor uso del mismo.
Seguidamente se desarrolla, en el tercer capítulo, las metodologías que se
utilizan en la actualidad para evaluar la rentabilidad económica de los proyectos de
transporte; focalizándose en la práctica más utilizada: el Análisis Coste-Beneficio
(ACB). Se hace una breve introducción teórica para acabar desarrollando cómo se
aplica este análisis, detallando sus fases e identificando otros factores pertinentes.
Para ilustrar cómo se materializa este análisis para las líneas de alta
velocidad, se aplica a una línea real: el AVE Madrid-Barcelona. Se siguen
publicaciones existentes y cómo éstas ponen en práctica las distintas fases del
método, para llegar al cálculo de los dos indicadores finales: el VAN y la TIR. Estos
dos parámetros son los que orientan en la actualidad sobre la rentabilidad
socioeconómica de una nueva línea.
Una vez se ha desarrollado cómo funciona el proceso de evaluar
económicamente una nueva línea de alta velocidad, se pasa a la identificación y
desarrollo de sus limitaciones. Esto es, se determina cuáles son los inconvenientes
que presenta el ACB para el caso concreto de la alta velocidad y que impiden llegar
a unos resultados suficientemente fiables.
El último capítulo del trabajo se centra en la propuesta de un nuevo enfoque
para realizar el análisis socioeconómico de una nueva línea, basándose en las
limitaciones previamente identificadas. |

This thesis is based on the identification of the narrow circumstances that
the current methodologies to evaluate the socioeconomic profitability of a new high
speed rail present.
This work starts with a brief introduction to transportation projects from a
general point of view, going through its singularities and main characteristics; just
to focus on the high speed rail case. A whole chapter is intended to develop the high
speed rail, its main features and advantages with respect to the other modes; just
as the negative consequences caused by a decrease of its utilization.
Immediately after, on Chapter 3, the current methods used to evaluate the
economic profitability of transportation projects are developed; focusing on the
most used practice: the Cost-Benefit Analysis (CBA). There is a brief theoretical
introduction to end up developing how this analysis is implemented, detailing its
stages and identifying other remarkable aspects.
In order to illustrate how the CBA is materialized for the high-speed rail, it
is applied to an existing line: the Madrid-Barcelona AVE. Following published
analysis, it is showed how the different phases of the method are applied, to finally
calculate two economic indicators: the Net Present Value and the Internal Rate of
Return. These two parameters are the ones that should show if a new project is
profitable or not.
Once the processes to economically evaluate high speed lines are developed,
the next step is to identify and explain its shortcomings; meaning the weaknesses
that the model presents for the particular case of high-speed, which prevent the
society from reaching reliable conclusions.
The thesis’s last chapter is focused on the proposal of a new approach to
assess the economic efficiency for a new high-speed line, not formulating a new
method but suggesting new perspectives from which the analysis should be done. |
