This work applies a social constructivist perspective to the analysis of a town-planning innovation. In particular the social construction of technology framework (SCOT), proposed by Trevor Pinch and Wiebe Bijker, is used to explain the dynamics of the design and implementation processes of a huge town-planning project. The so-called Cerdà Plan for the extension of Barcelona, designed by a civil engineer, Ildefons Cerdà (1815-1876), was launched in the 1860s and gave this city one of its most characteristic features, affecting some present districts of Barcelona. For different reasons it can be considered an extraordinary case in town-planning history, where technical, professional, political, and economical forces were quite explicitly struggling to influence the final project. The author analyzes the intense controversy that developed around the extension plan and the three technological frames involved ¿ the controversy was particularly heated from 1854 to 1860 although most of the issues at stake were still being debated at the beginning of the XX century. Town planning is understood here as a form of technology and the city as a kind of artifact. Social relevant groups are identified and described and some processes of interpretative flexibility around specific features of the plan are also analyzed. The sociohistorical account is used to illustrate a specific concept of power, to be used in a politics of technology.

En aquest treball s'aplica una perspectiva constructivista social per a l'anàlisi d'una innovació urbanística. En particular, la construcció social de la tecnologia de marc (SCOT), proposta per Trevor Pinch i Bijker Wiebe, s'utilitza per explicar la dinàmica dels processos de disseny i implementació d'un enorme projecte urbanístic. L'urbanisme s'entén aquí com una forma de tecnologia i de la ciutat com una mena d'artefacte. S'identifiquen i descriu grups socials rellevants i s'analitzen també alguns dels processos sobre la flexibilitat interpretativa entorn a les característiques específiques del pla. El relat històric-social s'utilitza per il¿lustrar un concepte específic de poder, per ser utilitzat en una política de la tecnologia.

En este trabajo se aplica una perspectiva constructivista social para el análisis de una innovación urbanística. En particular, la construcción social de la tecnología de marco (SCOT), propuesta por Trevor Pinch y Bijker Wiebe, se utiliza para explicar la dinámica de los procesos de diseño e implementación de un enorme proyecto urbanístico. El urbanismo se entiende aquí como una forma de tecnología y de la ciudad como una especie de artefacto. Se identifican y describe grupos sociales relevantes y se analizan también algunos de los procesos sobre la flexibilidad interpretativa entorno a las características específicas del plan. El relato histórico-social se utiliza para ilustrar un concepto específico de poder, para ser utilizado en una política de la tecnología.
