Immigrants' employment in Spanish Cooperatives: outcomes in relation to the business cycle

Abstract

In this paper, we analyse the interaction between immigrants' employment in cooperatives and the business cycle. The study is centred on the Spanish economy during the period 2003-2015. The main goal of this paper is to answer the following two key questions: are fluctuations in immigrants' employment in cooperatives cyclical in relation to the business cycle? And, are immigrant employees more vulnerable to the business cycle than native employees? The cycles and their turning points are identified using the Bry and Boschan (Cyclical analysis of time series: selected procedures and computer programmes, National Bureau of Economic Research, New York, 1971) algorithm. To resolve it we employ the BUSY software, developed by the European Commission. The procedure allows us to identify the features of the cycle phases and to calculate the synchronization index. The results show that (1) employment in cooperatives is procyclical and with no differences between immigrant and native workers, (2) the economic crisis has hit immigrant workers harder than native ones, (3) the immigrants' birthplace is significant because some cyclical behaviour can be found to vary according to the immigrants' origins; however, in general, sensitivity to the business cycle is the common factor.

In diesem Beitrag wird die Wechselbeziehung zwischen der Beschäftigung von Einwanderern in Genossenschaften und dem Konjunkturzyklus analysiert. Die Studie konzentriert sich auf die spanische Wirtschaft im Zeitraum von 2003 bis 2015. Das wesentliche Ziel der vorliegenden Abhandlung ist die Beantwortung der beiden folgenden Schlüsselfragen: Stehen die Fluktuationen in der Beschäftigung von Einwanderern in Genossenschaften im zyklischen Verhältnis zum Konjunkturzyklus? Und sind eingewanderte Beschäftigte dem Konjunkturzyklus vermehrt ausgesetzt als einheimische Beschäftigte? Die Zyklen und ihre Wendepunkte werden gemäß dem Algorithmus von Bry und Boschan (1971) ermittelt. Zur Lösung wird die von der Europäischen Kommission entwickelte Software BUSY angewandt. Mit dem Verfahren können die Merkmale der Zyklusphasen herausgestellt und der Synchronisationsindex kalkuliert werden. Die Ergebnisse zeigen, dass (1) die Beschäftigung bei Genossenschaften prozyklisch ist und es keine Unterschiede zwischen eingewanderten und einheimischen Beschäftigten gibt, (2) eingewanderte Arbeitnehmer von der Wirtschaftskrise stärker betroffen sind als einheimische Arbeitnehmer und (3) der Geburtsort der Einwanderer von Bedeutung ist, denn einiges zyklisches Verhalten variiert je nach Geburtsort der Einwanderer, wobei jedoch im Allgemeinen die Anfälligkeit gegenüber dem Konjunkturzyklus der gemeinsame Faktor ist.

En el presente documento, analizamos la interacción entre el empleo de inmigrantes en cooperativas y el ciclo económico. El estudio se central en la economía española durante el período 2003-2015. El principal objetivo del presente documento es responder a las dos preguntas claves siguientes: ¿son cíclicas las fluctuaciones en el empleo de inmigrantes en cooperativas en relación con el ciclo económico? Y, ¿son los empleados inmigrantes más vulnerables al ciclo económico que los empleados nativos? Los ciclos y sus puntos de inflexión son identificados utilizando el algoritmo de Bry and Boschan (1971). Para resolverlo, empleamos el software BUSY, desarrollado por la Comisión Europea. El procedimiento nos permite identificar las características de las fases del ciclo y calcular el índice de sincronización. Los resultados muestran que (1) el empleo en cooperativas es procíclico y no existe ninguna diferencia entre los trabajadores inmigrantes y los nativos, (2) la crisis económica ha golpeado a los trabajadores inmigrantes más duramente que a los nativos, (3) el lugar de nacimiento de los inmigrantes es significativo porque algunos comportamientos cíclicos varían según los orígenes de los inmigrantes. Sin embargo, en general, la sensibilidad al ciclo económico es el factor común.
