Escalas del agua: la infraestructura hídrica de la Ciudad de México

Abstract

En este trabajo se estudian las infraestructuras del agua de la Ciudad de México desde una aproximación metodológica multiescalar. La investigación toma como punto de partida la noción de circulación como un valor axial en la conceptualización y materialización de dichas infraestructuras. La estructura urbana contemporánea no ha logrado incorporar el ciclo hídrico dentro de su configuración; sin embargo, el estudio de los elementos urbanos relacionados con el agua permite conocer tanto su relato histórico, como su influencia fundamental en el desarrollo urbano, en una narración que desgrana las estrategias de manejo del recurso en cada tiempo y fragmento de la ciudad.

Para abordar el amplio catálogo de infraestructuras que constituyen el gran sistema urbano de suministro, desagüe y regulación del agua se han planteado cuatro capítulos que abordan cada uno una diferente escala de relación. El trabajo comienza a partir de la relación más próxima y cotidiana con el agua y avanza alejando el foco hasta llegar a la descripción de la región. (1) El primer capítulo se aproxima al estudio de los tinacos de almacenamiento y a los baños y retretes, con un doble propósito: por un lado, estos elementos revelan el impacto que cada escala mantiene con las otras; y, por el otro, ejemplifican el marco conceptual de la circulación como un valor determinante para la relación contemporánea con el agua. (2) Una escala intermedia se estudia en las arquitecturas del agua, las cosas urbanas que, como piezas fijas en la ciudad, son las huellas más evidentes de la relación de los flujos y redes de la infraestructura con el entramado de la ciudad. (3) La escala urbana de la propia capital y su zona metropolitana se revisa a partir de su desarrollo histórico, el estudio de sus conflictos y las estrategias de su gestión. (4)Por último, se observa la escala territorial de la región hidropolitana, un territorio definido por las infraestructuras que articulan cuencas y acuíferos con la metrópoli

This thesis examines the water infrastructures of Mexico City from a multi-scale methodological approach. The research takes as a starting point the notion of circulation as an axial value in the conceptualization and materialization of such infrastructures. The contemporary urban structure has not managed to integrate the water cycle into its configuration; nevertheless, the study of the urban elements related to water allows us to know both its historical narrative and its fundamental influence on urban development, in a narrative that unravels the management strategies of the resource in each time and fragment of the city.

In order to address the broad catalog of infrastructures that make up the great urban system of water supply, drainage and regulation, four chapters have been proposed, each dealing with a different scale of relation. The work starts from the closest and most daily relationship with water and progresses by moving away from the scope until it reaches the regional overview. (1) The first chapter approaches the study of storage tanks and bathrooms and toilets, with a twofold purpose: on one side, these elements reveal the impact that each scale maintains with the others; and, on the other, they exemplify the conceptual framework of circulation as a determining value for the contemporary relationship with water. (2) An intermediate scale is studied in the architectures of water, the urban things that, as fixed pieces in the city, are the most evident traces of the relationship of flows and networks in infrastructure with the interweaving of the city. (3) The urban scale of the capital itself and its metropolitan area is reviewed on the basis of its historical development, the study of its conflicts and its management strategies. (4)Finally, the territorial scale of the hydropolitan region is discussed, a territory defined by the infrastructures that articulate basins and aquifers with the metropolis, beyond the political-administrative demarcation
