Establishment of a Safety Management System for a continuing airworthiness management organization and Part 145 helicopter maintenance center

Abstract

This document contains an overview of the meaning and importance of Safety Management Systems (SMS) in aviation, the regulations they are based on and, finally, a study of the first phases of implementation and development of this kind of system in a Continuing Airworthiness Management Organization and Part 145 Helicopter Maintenance Center. The final purpose of the project is the development of the Safety Management System in a helicopter maintenance center. This is the way of guaranteeing its compliance with the new requirements of the Commission Regulation (EC) No 1321/2014 of 26 November 2014 on the maintenance of the continuing airworthiness of aircraft and aeronautical products parts and appliances, and on the approval of organizations and personnel involved in these tasks (text with EEA relevance). This system will establish the methods the organization will use for the identification of hazards, the evaluation of risks and the assurance and promotion of safety. The project has been completed always taking into account all national and international aviation standards the organization is subjected to, which are referred to throughout all the report. The results of the establishment of an SMS in maintenance centers, together with the ones developed by air carriers (airlines) and airport and traffic service providers will help integrate the efforts made towards the control of the risks affecting, directly or indirectly, aircraft operations. The next phase of the implementation of the system and some of the possible improvements it could introduce in the organization will be addressed in the conclusions. Finally, the annexes at the end of this document consist in supplementary material to the information contained this report.

Aquest document conté una visió general sobre el significat i la importància dels Sistemes de Gestió de la Seguretat Operacional (SMS) en aeronàutica , la normativa en la que estan basats i, finalment, un estudi de les primeres fases de la implementació i el desenvolupament d’aquest tipus de sistema en una Organització de Manteniment de l’Aeronavegabilitat Continuada i Centre de Manteniment d’Helicòpter s Part 145. L’objectiu final d’aquest projecte és el desenvolupament del Sistema de Gestió de la Seguretat Operacional en un cent re de manteniment d’helicòpters. D’aquesta manera es garanteix el seu compliment amb els nous requisits que apareixeran proper ament amb el canvi en la Regulació de la Comissió (EU) No 1321/2014 de l 26 de novembre de 2014, sobre el manteniment de l’aeronavegabilitat continuada de les aeronaus i productes aeronàutics, components i equips i sobre la aprovació de les organitzacions i personal que participa en aquestes tasques (text pertinent a efectes de l’EEA). Aquest sistema establirà els mètodes que una organització utilitzarà per a la detecció de perills, l’avaluació de riscos i per a assegurar i promoure la seguretat operacional . El projecte s’ha co mpletat tenint sempre en compte estàndards aeronàutics nacionals i internacionals que afecten a una organització d’aquest tipus i dels quals se’n parla al llarg de tot a la memòria . Els resultats de l’establiment del SMS en centres d e manteniment , juntament amb els desenvolupats pels operadors (les companyies aèries) i els proveïdors de serveis aeroportuaris i trànsit aeri , ajudarà en la integració del esforços realitzats per al control dels riscos que afectin, directa o indirectament , a les operacions aèries. Com a conclusió , es parlarà sobre la següent fase de la implantació d’aquest sistema i sobre algunes de les futures millores que aquest introduirà. Finalment, els annexos que tanquen aquest document consisteixen en material com plementari a la informació continguda en el informe
