Lisboa palimpséstica: massificação do turismo e as lições de Barcelona

Abstract

Considerando o panorama actual de Lisboa e o problema do turismo de massas, pretendeu-se com esta investigação: a) analisar as condições criadas nas últimas três décadas para transformar Lisboa num destino tão apetecível ao turismo, mas também tão vulnerável aos efeitos da sua massificação; b) discutir as repercussões verificadas no mercado imobiliário e na reorganização do tecido social; c) discutir soluções possíveis de reequilíbrio social, urbano e financeiro. Analisaram-se as políticas adoptadas que contribuíram para esta transformação, o seu enquadramento e as questões suscitadas por esta mudança: a mercantilização do espaço edificado, os efeitos no aumento das rendas e do custo de vida em geral, a transformação dos bairros consolidados do centro histórico. Atravésdesta análise e de um olhar sobre pressões semelhantes a que Barcelona foi sujeita, pretendeu-se perceber como se pode encontrar em Lisboa um equilíbrio saudável entre visitantes e visitados.

Considering Lisbon’s current panorama and the problem of mass tourism, the aim of this investigation was: a) analyse the conditions created in the last three decades to transform Lisbon into such a desirable destination for tourism, but also so vulnerable to the effects of its massification; b) discuss the implications verified in thereal estate market and the reorganisation of the social fabric; c) discuss possible solutions for social, urban and financial rebalance. The policies that contributed to this transformation were analysed, as well as their framework and theproblems raised by this change: the commodification of housing, the increase in rent prices and cost of living, the transformation of consolidated neighbourhoods in the historic centre. Through this analysis and a look at similar pressures to which Barcelona was subjected, it was sought how to find a suitable balance between those who visit and those who are visited.
