Mecanismos de participación ciudadana en sede parlamentaria

Abstract

[spa] Ante una progresiva pérdida de confianza ciudadana en las instituciones representativas, ¿puede la introducción de mecanismos de participación ciudadana apoyados (o no) en las tecnologías de la información y de la comunicación contribuir a cerrar la brecha entre los Parlamentos y los representados? Aunque no sean la única respuesta al diagnóstico, ha de identificarse qué aportan las oportunidades - formalizadas en los reglamentos parlamentarios y derivadas de la práctica de las Asambleas legislativas - que se ofrecen al ciudadano para que tengan un mayor protagonismo en las funciones parlamentarias, principalmente en aquellas que subrayan el carácter representativo y la función expresiva de las Cámaras. Su uso efectivo por parte de ciudadanos y de los propios parlamentarios permitirán constatar si han respondido con el mismo entusiasmo que han puesto los Parlamentos a la hora de establecer dichos mecanismos. Nos tememos, no obstante, que sin una interiorización de la nueva cultura de la transparencia y de la comunicación, a la desconfianza se sumarán el cinismo y la desafección ciudadana.

[eng] Given the progressive loss of public trust in representative institutions, can the introduction of mechanisms of citizen participation - based (or not) on new technologies - contribute to closing the gap between Parliaments and those represented? Although they are not the only answer to the diagnosis, it is necessary to identify what the opportunities - formalized in the parliamentary regulations and derived from the practice of the Legislative Assemblies - bring to the citizen so that they have a greater role in the parliamentary functions, mainly in those that emphasize the representative character and expressive function of the Chambers. Their effective use by citizens and the parliamentarians themselves will make it clear whether they have responded with the same enthusiasm that the parliaments have put in place when establishing such mechanisms. We fear, however, that without an internalization of the new culture of transparency and communication, the distrust will add cynicism and citizen disaffection.
