Región y revolución liberal en el Perú hispano: las diputaciones provinciales (1820-1824)

Abstract

The Spanish Constitution of 1812 established the provincial council as an elective institution, and endowed it with various pow-ers taxation, public works, education, welfare, justice, territorial de-marcation, directives to the deputies of the Cortes, overseas missions, etc. With respect to the case of Peru (1812-1814 and 1820-1824), the following will be analysed: the electoral processes, the prosopogra-phy and governing actions of the deputies, and their relationships with other state organisms and their influence on regional political dynam-ics. The subjects must be understood within the context of the wars of Independence and confrontation of different liberal projects

La Constitución de 1812 creó la diputación provincial como una institución electiva, dotada de múltiples competencias —hacienda, obras públicas, educación, beneficencia, justicia, demarcación territorial, instrucciones a los diputados a Cortes, misiones en Ultramar...—. Se analizará el caso peruano (1812-1814 y 1820-1824): los procesos electorales, la prosopografía de sus diputados y su acción de gobierno, sus relaciones con otros organismos estatales y su influencia en las dinámicas políticas regionales, en el contexto de las guerras por la independencia y de confrontación de distintos proyectos liberales
